Even if Ceerigaabo was dominated by Isaaq that wouldn't mean much because if the city has a population of 200,000 then at least 90,000 would be harti (hypothetically speaking) making Isaaqs the majority but not by much and if you add on the rest of the towns in sanaag inhabited by Harti, compared to the Isaaq ones, the majority would clearly be harti. The Isaaq don't have numerous sizable towns like the ones I showed you.
