According to this Darood website there is actually no Darood in the list in the Somalia side.

That would make sense as HAG has banned any Daroods from travelling overseas with the Govt.

What is this colonial rhetoric? Ku lahaa "tribes" taking part.
This is the Somali government versus a secessionist enclave. By not tribalizing this and saying Darod is leading the other side, I actually think it gives the government more legitimacy. The little Somali bantu boy in Shabelle is as much a unionist as the little Darod kid in Garowe.
Somalinet is weird in that it builds up a false narrative.
The government will deliberate as a collective and then bring back the discussion to the Federal Parliament.

Still, on Somalia's side there should be representatives from Awdal, Sool and Sanaag (Makhir). It's only fair to have individuals from those community, since they've held out against secessionism for the past 20 years. I see two ways the government can navigate on these talks.
First we have to establish, under NO CIRCUMSTANCE does the Somali government want Somalia to be divided. Once we rationally accept this position where the Somalia side see no situation to dismember the Republic, we can see how they can go about this.
1. Make this ideologically about protecting the territorial integrity of the state
2. Make this politically about addressing tribal grievancs
The first one is the first line of defense and the second is the back up.
In the first, the Somali government will hold their ground on the idea Somalia is a recognized contiguous state, it's borders are recognized, and it's unity and territorial integrity is considered inviolable. In this case Somalia and Somaliland will be having talks centered on legal issues....colonial partition, formation of the republic, the act of union, the integration of British Somaliland and Somalia, the ability to dissolve the union, etc yada yada yada
In the second strategy, the Somali government can champion Awdal, Sool, and Sanaag communities as extending self-determination to all and protecting their right to be pro-union but this one is only after ALL goodwill has been exhausted in the first strategy.
In negotiations, you don't lay all your cards from the get go. In most cases, you save your Ace for later
This is the beginning of talks, not the finalization of it.

The whole problem is the Government and Somalia at large, trying to appease one disgruntled tribe. It's irrational and illogical for the government to sit and have talks with one tribe, knowing fully that, that one tribe does not and cannot speak on behalf of the entire region of Former British-Somaliland protectorate; moreover, the government should clarify who it's sitting down with. If it's Somali Federal Government Vs Isaaq, then so be it.
One of the things Beesha Isaaq will propose is:
1. All 5 regions (Sool, Awdal, Sanaag, Togdheer, and Waqooyi Galbeed) to be made into One Federal State.
If that happens, it will further facilitate an easier route for Beesha Isaaq to use to defend their argument in the future, if and when, they call for secession. They will try to use dhabadhilifs to propagate their desire to "secede" from Federal Somalia to a State of their own.
