This is the south we are talking about here. Of course Bay/Bakool are more populated. Bay and Bakool have a population of about 1.5 million according to UN statistics I read recently. In fact, Bay is the most populated province in Somalia after Banaadir with a little over a million people.

Somaliland is the other half of the Somali Republic and they have the population. If we are trying to bring them back into the union, we have to understand that they are entitled to their share. If we don't see them as equals with Somalia, then we will not be successful in bringing them back. Remember they joined as the other half of the country.

As for Xamar, their share has to be shared with everyone south of Galkacyo, home to 3/4 of the population. The fed govt was the biggest loser in this if this is true. 33% of the aid for 75% of the population.
