You are talking about the 2004 referendum when the Somali region had a very weak government.

Since Iley came to power in 2010 (i think) he has used his military knowledge on the Liyuu to a devastating affect against not only the ONLF but also the Oromo forcefully taking back lands that was lost during that fraudulent referendum even going deep into Oromo territory itself. MarsinQorahay You do know it is through Hawiye lands mostly (which is slowly diminishing) that ONLF is getting its supply and therefore been able to survive while Somaliland Puntland arrest even the innocent Ogaden just to get into Addis Ababa good books.
