Bro I notice a major of contradiction in Your post. For one You talk about the failure of the PM's cabinet, yet the cabinet was handpicked by the President. The cabinet failure is a direct indictment of Xassan Sh. As for the growing pains You speak of this chapter was supposed to be closed during the transitional era. A consitution was passed, and boundries between the different executive branches clearly defined. Anyways, it wasn't wishful thinking on My part but My analysis of the situation. Cabdirashid sharmake, Farmaajo, Gaas during the Shariif era and now in Xassan Sh's 1st year on the job looks like Saacid is out. What does this prove? That the PM is really a useless position, with the ministries, parlimient speaker etc. being even more of a joke. So essentially what You have is power centered around the President instead of a actual Government that is layered with clearly defined roles and nobody creeping out of the scope of their role. No matter how You slice it Somalia is not going to embrace Central rule, nor is that even a possibility considering the Federal Constitution. I think the reality that the only role with authority in this Government is the President the most predictable outcome is aggressive fragmentation of the Country will be kicked into overdrive. Nobody is gonna feel confident in the entire Somali Government resting on the shoulders of 1 man (Xassan Sh) or a clique (Dam Jadiid)

Seriously the problem is between dam jadid and the pm.
For them, saacid was a transitional from day one with only 10 ministers
They didn't let him to receive the IC or go to the outside world
Is farah abdulqadir who goes to arabia, UK...etc from the clan you mentioned it?
If the pm was from among them, he would have done the same jobs as them and had full trust as them but this is not accepted by the somali parties, civil society, regional countries, gulf countries, it will look like an islamic regime and non inclusive govt. Some westren circles even want a northern pm.
Thus, they are looking for a pro-muslim and arab world pm that dislikes the regional countries
Ismaacil buubaa has this character but he hails from north wich the govt is not yet ready for it
Saacid himself wanted to take advantage of the new deal also the ethiopian position by reducing the political islamists power but for the west bc of al shabaab these guys will stay in the power except some reports they are getting from kenya and ethiopia that they have link with al shabaab bc of stopping the army contracts with these countries so they created some attitude that dam jadid is the reason why the army hasn't made a progress in their year...one day they will come to them but not in this era. This is what saacid was saacid has miscalculated by not including them in the cabinet.
