That shouldn't be a surprise to you, SL has no jurisdiction in many places in Sool, Sanaag and Cayn. A few people have already mentioned, the Dhulbahante need to sort this one out themselves or the conflict will grow and the causatum will have an impact on many people not only in those regions but the neighbouring regions too.
