Original inhabitants are relevant. Either it's Isaaq cities as a whole or else only the sub clans/ original inhabitants can claim the cities. In Hargeysas case it would be my grandmothers folks the Yoonis as well as Bah Deylo and reer Guleed. Maydh can only be claimed by Jibriil Aadan of Muuse Carre, Xiis can only be claimed by Uduruxmiin of Muuse Abokor etc.

My argument still stands. Either all those cities are Isaaq cities hadii sub clan nonsense loo sii dhaadhaco then only the original inhabitants of those cities can claim them.
