Lamagoodle wrote: NAIROBI, Kenya — When it comes to honesty, politicians here don’t usually win many awards.

But even for Kenyans, who have witnessed countless corruption scandals over the years, the graft coming to light now is almost too outrageous to believe.

This week, a parliamentary committee was given a document detailing millions of dollars that disappeared through some very curious government spending. It included thousands of dollars for simple condom dispensers and, apparently, $85 for ballpoint pens — that is, $85 each.

“A pen?” said John Githongo, a leading anticorruption activist. “More than $80 on a single pen? Come on, this is the biggest bunch of crooks to ever run a government in this part of Africa. This is literally the rape of the country, everything from the poaching of our wildlife to the accumulation of debt at an extraordinary level.”

“It’s scandal after scandal,” said Mr. Githongo, who was once a senior government anticorruption official but had to flee Kenya because of death threats. (He returned a few years later.) “We don’t have a government. We have a scandal.”

Prices of staples are going up. The currency is tanking. Kenya, historically considered one of the most stable and strategically important nations in Africa, is going deeper and deeper into debt.

Just a few months ago, the government refused to give public schoolteachers a court-ordered raise, saying it had no money, which resulted in an acrimonious strike with children out of class for weeks.

Kenya recently raised $2 billion in a Eurobond, which was supposed to be used for new infrastructure. It is unclear what happened to all that money.

“Can you imagine? We pay taxes, I can barely afford flour, and now this?” said Boniface Wanyama Wekesa, a security guard, looking at a front-page article on Wednesday about the $85 pens. “If you’re going to steal,” he said, echoing the famous words of Mobutu Sese Seko, the former dictator of Zaire (now the Democratic Republic of Congo), “please, just steal a little.”

The implicated officials have denied any wrongdoing. Manoah Esipisu, a government spokesman, said in a text that “allegations are being investigated.”

“In Kenya,” he wrote, “we believe in our institutions. Ethics and Anti-Corruption Commission; director of public prosecutions, judiciary, etc.”

Kenya is a vital Western ally, home to a large Western intelligence community and several Western military bases, overt and covert. It is seen as a reliable bulwark in the battle against the Islamist extremism that troubles neighbors like Somalia. The United States has a tricky line to walk here, because while it needs the Kenyan government’s cooperation for counterterrorism operations, it does not want to be silent on runaway graft.

In July, President Obama spoke strongly about corruption during a visit to Kenya, saying it “holds back every aspect of economic and civil life.”

The United States announced a joint anticorruption commitment with Kenya and recently pledged more than $1 million to set up a specialized Kenyan investigative unit to uncover public corruption connected to transnational crime. The American ambassador to Kenya, Robert F. Godec, said Wednesday, “The United States is deeply concerned by recent allegations of corruption and the misuse of public funds.”

But the West seems to be banging its head against a wall. Activists say that Kenya’s corruption is only getting worse and that the West needs to say less and do more, like denying visas to any Kenyan official accused of stealing public money. Kenya, after all, is still a poor country where many people don’t have clean water to drink or access to electricity. It is not a stretch to say that many lives are made much harder — or even lost — because of all the stolen money.

Kenya is often ranked as one of Africa’s most corrupt nations. Since it has no major oil industry or trove of diamonds or gold, public looting here is usually done through clever and opaque schemes. Big scandals have involved a tangle of companies or complicated currency deals.

But today’s apparent looting spree seems more blatant and desperate, and there may be a few reasons. Already, analysts said, Kenyan politicians are trying to build war chests for the national elections in 2017. The economy is also growing fast, making real estate in Nairobi, the capital, suddenly incredibly valuable, leading to illegal land grabs by those in power.

But Mr. Githongo said it went even deeper than that. He pointed to the fact that Kenya’s two top leaders came into office in 2013 under a cloud, having been indicted by the International Criminal Court on charges of crimes against humanity tied to the violence that broke out after the disputed 2007 election. President Uhuru Kenyatta was eventually cleared, though the case against the vice president, William Ruto, continues.

“This has a major existential impact,” Mr. Githongo said. “It creates a bohemian, permissive atmosphere from the very top to the bottom. People at all levels of government are saying, ‘If our leaders can get away with it, why not us?’]

when will this madness stop? is there any other solution but to create bullshit institutes that will accomplish nothing but increase corruption in the country even further. The only thing Kenyans can do is to tweet #stopcorruption and do half assed protests that get immediately shut down.

There was even a motion recently in parliament to push the reducing of media meddling with and reporting of government affairs :snoop:

Swahili is just as good as English.  plus they are taught English in school but it is taught the same way Spanish is taught in USA schools.

Kenya got nothing on Tanzania . Tanzania is already the Queen of East Africa,

Just Look at Dar es Salaam. This city wasn't built by English wannabes bruh

If Dar es Salaam had a significant Somali settlement the same way Nairobi has I would pack my bags right now
 Nice try!
Dar el Salaam is a village compared to Nairobi.
Hahaha Somalinet & its legendary anti-Kenyanisms has scoped really low today.Tanzania!!!!! Jeez whats next Malawi??
A bunch of pseudo-analysts yapping about Kenya.
Tanzanians are always dying to cross the border into Kenya everyday, they would laugh at the ignorance being spewed here. Communism failed terribly in Tanzania & they will be recovering from the effects for a long time.
For your information Kenya is a federally run republic, each region has a governor thats given their share of the national budget, so you can drop your imaginary fairytales of evil kikuyu minions sitting in a control room full of Kenya's wealth. Uhuru's government is currently focused on the hightech SGR trans-national railway which will be complete next year, the line will feature a high bridge that crosses Tsavo national park to allow the wildlife to roam about underneath, Tanzania can only dream of such.

But by all means pack your bags and go to Tanzania, you don't even need to take a flight, just board the next morning bus to Arusha & you will be in your corruption free Tanzanian wonderland in less than 2 hours.

Damat,

That infrastructure is less than 5 years old.

and it was built by Chinese firms and Kenya idiotically took HUGE debts to build those so that the pigs in government can show the "Maendeleo" and distract easily impressed people like you from the real issues of the country.

compared to Tanzania this country is Fragile as fuck. It has dug a hole so deep that I'm afraid it may never come out of. Tanzania is much more attractive to investors than this ticking time bomb.

Also, don't even compare Dar es Salaam to Nairobi my nigga.. you and I both know which city is superior.

Typical African mentality. We cannot confront the truth. We claim progress when our people are subjected to abject poverty, when thugs calling themselves politicians engage in theft, when stylised facts point to poverty, corruption and economic meltdown. What we are witnessing, my friends, is the simian mentality that Basra was writing about. While the world is making human, social and economic development, the primeval African mentality is fascinated by modernity. It is all about showing infrastructure projects – borrowed at high interest (in dollars) which will not BE MAINTAINED.

What happened to the railway line built by colonial Britain and the houses built in the 1960s,70s? They are decaying. That is the African mentality; build-destroy. Have you seen the state of Milimani courts? Jogoo house?

Economic, human and social development is more than a few infrastructure projects that will rot.

The Kenyan attitude has been incrementally damaged to the effect that people do not know anything outside the realm of corruption, tribalism and theft of public funds. The rape of the country is viewed as progress.

The African mind-set ; call potholed roads a highway; call thugs police; call murderers armies, call corruption service.

By all accounts, Tanzania is doing great. It will be the first country in that part of the Africa that will have a balanced budget without borrowing/ foreign aid.

You don't know what you are talking about. Bashing Kenya is all you are focused on doing.
Kenya borrows less foreign aid than Tanzania.
Foreign AID makes up for less than 5% of the natioal income. Uhuru scares the West when he keeps telling African leaders to stop accepting foreign AID. He is the champion of anti-foreign AID in Africa. Kenya will receive 0% foreign AID by the time his rule is over. All this crap you are yapping about foreign AID & corruption has been discussed already ad nauseam in Kenya yet here you are typing anti-Kenya nonsense as if Kenyans don't know the negative effects of foreign AID. You are saying nothing new.

This is what your treasury put forth;

Kenya’s budget 2015/16: targets a total revenue collection of 1,340.5 billion (26.0% of GDP).

Overall expenditure is projected at Ksh 1,875.9 billion or (28.8% of GDP)

1 875,9 billion – 1340,5 billion =535 Billion deficit. The government claimed that it will borrow 496.4 (28%) billion on the foreign markets . This figure has already increased with the recent bond release!! ADD THE DEPRECIATION OF THE KENYAN SHILLING and you are looking at 40-60% foreign borrowing.

Do your maths. More importantly read your budget before you utter nonsense on these boards. With this kind of defence, you are giving validity to Basra's rants.

Kenya is on the road to economic catastrophe. It is self inflicted; corruption is the main culprit. Don't come on these boards and think that you are conversing with idiots!!! Get your facts right if you want to argue.

We want Kenya and Africa to prosper. Not a kenyan that is on the race to the bottom because of corruption.

That is impressive Lama. The math makes sense to me. If only Africans will abhor corruption, I think they would go so far. I think the success of the West is--the allergic reaction to corruption. I mean, we have had governors and Senators go to prison for Small human greedy corruption! My dear Basra, if you want to know what is wrong with Africa, you do not need to go further than this thread. Your theory/rants have some truth to it. Look at how this member spews nonsense.

The west has created an institutional la longue durè. In particular, Martin Luther and his reformation has had implications on the way people work; expectations on governments and checks and balances. In Africa, theft of public funds/property is viewed as a virtue. We are still organised/governed along the lines of primitive societies; tribalism, abuse/use of power ( primal) manifests itself in stealing state coffers. There are no property rights. We cannot differentiate between what is ours and what is for others/common goods etc. We use the notion of government differently than what it is suppose to be.

P.s. in africa, we lack a sense of justice; both the president of Kenya and his vice-president were summoned to the Hague for crimes against humanity (their own people): Guess what; money, corruption and tribalism was used to silence witnesses.

P.s.s. the deficit I stated in my previous reply will partly be financed by foreign borrowing and partly through GRANTS (bilateral and multilateral) from foreign donors. It is just about time before Kenya defaults (maybe another Argentina in the making)

I was talking about foreign AID.
Kenya is undergoing intense anti-corruption measures. The government is keen on reducing borrowing foreign capital by placing alot of emphasis on reforming revenue collection. Kenya doesn't have natural resources to depend on, revenue collection is the best solution.
Kenya's revenue authority has been collecting more and more due to less corruption leakages.
Kenya Revenue Authority (KRA) collected a record Ksh1.001 trillion in taxes last financial year which ended June 30, 2015.
The higher revenue collection was 3.86 percent more than 2013/2014 financial year’s Ksh963.8 billion, official data shows.
http://www.treasury.go.ke/news-updates/ ... -year.html
The Kenya Revenue Authority (KRA) deserves a special commendation for daring to aim high by targeting to raise Sh5.3 trillion in the next three years. The tax body aims to do this, not by raising taxes—as some would advise it to—but by bringing into the tax bracket 4.4 million new tax payers.
http://www.standardmedia.co.ke/business ... ue-targets
And to answer your earlier question, those houses that were built in the 60s/70s fell into decay because of President Moi. Kenya would be a newly developed country if it wasn't for Moi.
