Fikradeedi waa give as little power as possible to the central government (federal), and as much power to the district authority (municipal).

Kursidoon siyaaso is the issue at hand. If the federal level loses most of its power than theyre wont be such a big fight for it. And then let every tol handle its own affairs the municipal level.

Ruunka siyaasoda will never agree to something that makes them lose power. So we are stuck. :damn: :tocry: :meles:

Districts-based election is more fair but then Hawiye has to be given more districts to reflect their population advantage.

Incognito, does the district based elections treat Banaadir differently or it treats it just like any other region?

I wasn't saying whether 4.5 is good or not.

I was saying that it's embarrassment for international community to be involved.

4.5 is backwards and based on caveman mentality. How can you call a large part of the Somali population 0.5, meaning they are worth less than the rest of the population?

The road map clearly stated that this backwards system will be terminated in the future. It seems like many people are back tracking because they have other agendas. You can be rest assured that none of these have Somalia at heart.

Even if Puntland has less than halal intentions for refusing 4.5, they are still in favour of a more practical system based on justice rather than the scourge that destroyed our nation, namely QABIIL!

If we abandon 4.5 then in my opinion we are 1 step towards having a non QABIIL based future and possibly a nation resurgence at some point.

No cagdheer from dds are allowed :lol:

But I agree Hawiye should have more states, if only galmudug could have the whole of gaalkacyo.
Puntland people will be angered by that notion, but if we are to become an actual country some sacrifices have to be made, and all states have to be tribally mixed, so there is no more reer hebelland.


And Hiiraan should be counted as two districts instead of being just one.


From what I understand banaadir is excluded since it's the district capital of Somalia, but I could be wrong sahal or smooth would know this better than me.

How is it Justice to use District on the electoral when Majeerteen only has more Districts than the entire Hawiye and Digil iyo Mirifle added together. Do you know This Districts were named purely on tribal/Clan in mind? If you think The Somali Milatary government was just in naming Districts, then there would never have been civil War.

If a proper census was done, and districts allocated properly, then that would be a start.

From what I remember I saw a news link ,with state names and numbers, and it looked like something like this.

Galmudug: 8
Puntland: 11
Banaadir: 0


But don't take my understanding as a fact just ask the people who know this, specially the brothers from the south. Maybe even warsheik knows it too.

The upper house was distributed based on Federal gov'ts. Banadir is not a federal Gov't so they do not get anything.
