Sool already had the least population of all regions, they are doing a good job depopulating it further.

It must be something to do with the nomadic culture in those eastern stepes. The SY are also very warlike and make tremendous soldiers

Actually the clans in the east are more dangerous to their own kinfolk.
Since 1991 there has not been any major eruptions except for the odd badiye murder.
Northern Sool & Sanaag is mostly a rural backwater.

Xudun town we stick to Bohol, there is a de facto green line.

In the badiye there is no green line.....folks go wherever there is grazing to be had.
North from Xudun elevation rises all the way to Golis mountain range.
This land is ideal for citrus and other tree fruit production, not just around Cerigabo but the whole of Sanaag.
Fruit trees need water, lots of sun and most importantly cold nights/season to set fruit efficiently.

They should plant some palm tree plantations. I am thinking of donating a couple of palm trees to this area called Dhanaan dheere
in the southern hilly vicinity of Bohol town. Looks like a nice place for a picnic. Since S-Y are not farmers I will bring some cheap
labor Jareers from Bosaso or Oromos to the area to do massive plantations.

Hilly or sloping land is ideal.
The best thing to do is start a plant nursery......to produce thousands of tree saplings from seed.
With basic training and equipment it can be easily done.
