alot of hutus have been taking one hand with the Church aid and the other with the bible lately and thats why the missionaries are Active in gutu areas as that is where poverty is much higher

If I was in charge I would have the missionaries observed.
If they are the arrogant bible bashing nitwits I would leave them alone,in fact aide them discretely.
If they display any form of intelligence I would cracked down hard.

The bible bashing ones will alienate people and make conditions worse for existing Christians hiding in the local population. Left to their own devices they will undermine themselves. But wat check out there are some seriously competent and experienced missionaries out there. You have to be a really good salesman when your product is really faulty.
