Nope. They lack the vision for it. There is a higher chance of female president than a Isaaq president. You can have the most prestige school or the most amount of schools, if your people are khat addict, qabil infested, cuqdad-ridden and mentally enslaved then no amount of school will change their vision. Isaaq haven't proved nothing in the last 26 years, Somalis always lived in clan enclave loose societies before colonialism nothing special.
