Last time I checked, Hargeisa is Somalia's second largest city. Any civilian in Hargeisa is by default a civilian of Mogadishu. Mogadishu and Hargeisa are two cities in Somalia. I don't see what the big f-king deal is for a Somali in Hargeisa to go to Mogadishu or Kismayo to work. It's still his f-king country people.
