In other words, Dofaar rats want two exclusive Federal states controlled by them while sharing Banadiir with Hawiye.
If Hawiye accept this then they’re xoolo because in this Dofaar orchestrated federal game only Hiirshabeelle is almost exclusively Hawiye while Galmudug is diluted with non Hawiye clans.
Compare that to the Dofaar plan of having Puntland and Jubbaland as exclusive Dofaar states while having their share in Konfuur Galbeed, Galmudug and Banaadir.
