They decide who gets arrested and who flies out of Mogadishu. There is no independent judiciary or police. Every state organ is used to silence political opponents or limit their movement. This is all done by two men from the "west" who have experienced well functioning democracies.
If they get away with this (not allowing lawmakers, former presidents) whose to say come election time they will as other African dictators have and simply "extend term" or arrest opponents.
