Wagerdhac don't live in Galdogob, they live in a village not that far called Saaxo which in fact is under Puntland. They would fall under Leelkase's district though.

If HG attacked Saaxo, that would be an attack on Puntland but they attacked Galgaduud, that is not Puntland's jurisdiction.

Why would Puntland get involved in Galgaduud affairs? Galgaduud = Galmudug!
