There is no other acceptable location capable of beating Baidoa in the lowest number of structural impediments.

-It is not Hawiye, Darood, Dir
-It is the largest Maay speaking city in a country where both May and Maxa-Tiri have equal status
-It is the spiritual and metaphysical capital of the Reewin people, 1/2 of the great division of the Somali people Reewin and Samale
-It doesn't have a SINGLE grievance from any Somali clan

Darod will never allow Mogadishu becoming legal capital of Somalia ever again. Hawiye will never allow a Darod replacement.

I was under the rationale Hargeisa could be attractive---but that was pre-Las Anod invasion.

Baidoa is the obvious choice.
