The 4.5 formula is not representative of the real situation on the ground. Although Somali groups are equal since they are Somalis, you cannot say they are equal in size.

Hawiye is severly underrepresented.

How can a large clan like Abgaal have 11 seats while Southwestern have 14, and Northeastern have 12?

How can Ceyr and Sacad have each 3 seats while Udejeen has 3 seats?

This formula responded to the needs of warlords, opportunists and political prostitutes.

Powersharing in Somalia should never happen on the basis of clan, since no population census has been done. Instead region-based powersharing is a fair method.
