Just after Bill Clinton was swore in as POUS he was being accused by many in the military that he wasn't adequately funding the mission nor giving the troops the equipment they needed in Somalia. Three months later he alienated most of the military brass after he proposed "Don't Ask, Don't Tell" for the gays in the military. By the time the 18 US servicemen were killed in Mogadishu he was already a weakened president in the eyes of many Americans. As George Stephanopolous wrote in his book "All too Human", Bill Clinton had chosen to withdraw US troops from Somalia for political reason facing him at home (Waco to gays in the military and Paula Jones), and not strategic security concerns. Clinton abandoned the UN mission which was largely supported by the U.S. funds under George Bush Sr....there then was the reason UN couldn't keep the UN troops on the ground, and had to abandon the mission altogether.
