Here's my sort of translation of the above.....
Human rights groups under the umbrella of The Hargeisa Protection Monitoring Network, have requested the International child welfare organisations to join the refusal/condemnation of the judgement passed by the Hargeisa provincial court which is against international law governing the rights on children, Islamic law and the constitution of the nation of Somaliland. In consideration of this, we request the International Organisations for Human Rights to provide international support for Ms Mumtaz Jama Hassan. We also request from the forum/group/coalition for protection of human rights in East Africa, the United Nations and Organisations that specialise in the rights of children and International Organisations that have interests in the rights of Children to take measures against the government of Somaliland and its leaders that travel abroad and to bring them to book for their part in the crimes and injustice committed against the wronged Ms Mumtaz Jama.

I think I skipped that part, but it's the same as gar'yaqaano...as in lawyers.....legal representatives.

yes it could be used in that sense but branches is the more accurate translation

Amiin! Skippa, Thats how it usually goes too, you know. Especially when the crimes are done by a "valued" member of the community, or someone of their tribes. Ceeb qarin over Cadaalad.

Besides, if its really the case of domestic violence (assuming the assailant is a close kin to the victim) what good would those "camels" be to the "family". The irony of it is that even in a country such as the US, Rape and killing of a child under the age 12 is punishable by Life without the possibility of parole, or the death penalty in some states such as Kansas.!
