Yeah no doubt hajj has become a big private enterprise. The government has to ensure travel operators as they act as custodians for the millions of people that come every year. Without tour operators it would become impossible for the saudis to protect its borders. Even with tour operators millions over stay.
They way it works is:
UK/US tour operators has a saudi kafil (guardian). Saudi Kafil underwrites the risk for all the people that come to hajj via his associated tour operator from the UK/US, by co signing the visa for them. As the kafil is taking a risk, as he is personally responsible for all the individuals he expects a big reward. This is where the profit kicks in. The saudi kafil is not any saudi citizen, but usually a big business man that can vouch for that many people and has the authority to do so.
Without the tour operators it would be borderline impossible for the saudis to protect their borders.

The main things at hajj are all the same regardless of what delegation, u do your thawaf, safa and marwa, carafa etc. All that is the same. Now the difference in the delegation is again based on money. The people with more money can do more things.

No your going a bit too far. Restricting non whites amounts to racism, allowing only gulf nationals to use it first is not racism. I wouldnt even argue its positive discrimination, just a method they use to regulate the service until it gets to full capacity.

You can use the NHS for free if you have lived in this country for a minimum of 12 months.If you're a student it's 6 months.
In Khaleejka even if you live 20-30 years you cannot go and use their hospitals and clinics.You HAVE to go private.

You have assumed because the Uk offers free healthcare that it is the norm for all countries. Walaal you need to go to other countries such as america then you'll see the difference

NHS would not turn away an emergency case, someone having a heart attack will not be asked for their immigration status at A&E. What usually happens is that the foreign national is presented with a bill for treatment
after they have been discharged/treated. Also even asylum seekers who have no recourse to public funds are entitled to free treatment on the NHS. Citizens come first, but the UK puts its citizens first without being inhumane to foreigners
