that does not mean he can be cartain about who destroyed the city. May be the Somali government did it or may be the SNM did. We were in Hargeyza in 1988.
He was not there before 1991 so he is not a witness.
Richard dowden and his ilks are assholes. He spoke of Somalilanders as if the rest of Somalis are warmorgers.

cuqdada iska sar. Hargeysa didn't have 20 years of peace, the wars started in 1988 - and ended in 1996. That is actually 14 years of peace and limited outside help.
