You can't be that thick. Yes, the warlords ended up focking the country, but that's what DICTATORSHIPS CREATE. When you repress people for that long, brutalize them, take away their freedoms, they end up responding in the worst fashion possible. Siyaad barre created SNM, USC by his actions ALONE.
