Like ximan said most other cities have single clans making it easy for a maamul based on qabiil but in xamar that cant be. What if each qabiil says xamar is part of my maamul gobleed?
The central government should run xamar.
The clans that have a claim to Xamar waa la kasaa. Everyone knows who they are, and they can build a maamul for themselves.

If central government is gonna run Xamar, they better be running every other city too. It doesn't make sense for a guy from Galgaduud to come and say I'm gonna rule Galgaduud and I'm gonna rule it myself, and btw we're gonna share Xamar too.

That's unfair, everyone can see that
But what if they guy from galgaduud is also part of the clans which you said? can he can rule both so the sensible thing to do would be make it shared cant you see that.

Actually there aren't. Only clans that have a claim to Xamar are, Abgaal, Wacdaan, Murusade, Reer Xamar, Jareer and Geledi. A maamul for the gobol can be easily worked out within these clans.

The problem with this federalism thing is, why would everyone get to share Xamar at the expense of those clans, surely you can see how it's unfair to those clans.
share xamar in wat way bro? Xamar is the capital city, and the variety of people that live there makes it suitable, iam sure the people already happy that their deegan will get best treatment as it is a capital city. About mamuul let those benadiris make their own no one is stopping them and it won't affect the rest of the people unless it causes conflict btw the benadiris.
But u just said that the government should chose the mayor and other leaders of Banadir and not the locals, which would get rid of the whole idea of the clan federalism

The clans oo Xamar degan waa la kasaa. Ur trying too hard to make it more complicated then it is. The locals of Xamar can sort themselves out, the problem isn't them but the outside influences.

I said if the government choses it would be much better as it will decrease conflict, u wanted the people of xamar to control their own mamuul, so they still will even if the government choices. Federalism all the way :up: but xamar is the central government in everyones book.

Are u on crack? For 20 years there were clans who are not from Xamar who have been keeping up the fighting and chaos in Xamar. Folks who came by the barrel of the gun and refused to leave and wouldn't allow anything if it wasn't them and them alone. What history book are your reading from?

You cant keep on blaming other for your problems. Shirib caadi iska dhig xamar dadkiisa saas ugalay ither with their own hand or by letting outsiders to ruin their homes.

Shirib: Washington DC, which is the capital of the United States, is overseen not by its residents, but directly by the federal government. In most countries, the government has extra powers of control over the capital. I do believe that a future government should put more emphasis and control over xamar than other cities. It isn't a power trip. You just want your capital to be the best city in the country and the local qabiils would need help in that regard.
