You are correct in saying the Niqaab was never popular, although it was worn by some Muslimahs. The point here is that it isn't a cultural practice. No classical jurist from the 4 school thoughs suggested that it was just mere culture. What they disagreed upon was whether it was waajib or not.
Me personally, wallahi cadiim, i must say i'm not a big fan of the niqaab. I wouldn't want my wife or daughter wearing that. But will not lie and suggest that it isn't part of Islaam. That is being disingenuous
