MOHAMED SA'ID "ATOM" has engaged in acts that threaten the peace, security or stability of Somalia. ATOM has directly or indirectly supplied, sold, or transferred to Somalia arms or related materiel or advice, training, or assistance, including financing and financial assistance, related to military activities in violation of the arms embargo. ATOM has been identified as one of the principal suppliers of arms and ammunition for al-Shabaab operations in the Puntland region. He is described as the leader of a militia that emerged in 2006 in the eastern Sanaag region of northern Somalia. The militia comprises as many as 250 fighters and has been implicated in incidents of kidnapping, piracy and terrorism, and imports its own weapons, in violation of the arms embargo. ATOM has established his force as the principal military presence in the area, with a primary base near Galgala and a secondary base near Badhan. According to some information, ATOM is aligned with al-Shabaab and may receive instructions from al-Shabaab leader Fu'aad Mohamed Khalaf.

Furthermore, ATOM is reportedly involved in arms trafficking into Somalia. Information from a number of sources indicates that his forces receive arms and equipment from Yemen and Eritrea. According to a December 2008 report, an eyewitness described six such shipments during a four-week period in early 2008, each sufficient to fill two pickup trucks with small arms, ammunition, and rocket-propelled grenades. According to a Bossaso businessman familiar with the arms trade, ATOM's consignments do not enter the arms market, suggesting that they are either retained for the use of his forces or are transferred to recipients in southern Somalia, where al-Shabaab operates.

ATOM's forces were implicated in the kidnapping of a German aid worker, in the kidnapping of two Somalis near Bossaso, and in a bombing of Ethiopian migrants in Bossaso on 5 February 2008, which killed 20 people and wounded over 100 others. ATOM's militia may also have played a secondary role in the kidnapping of a German couple captured by pirates in June 2008.

Not everything the UN says is true. besides "According to some information, ATOM is aligned with al-Shabaab and may receive instructions from al-Shabaab leader Fu'aad Mohamed Khalaf." Wa maxay "may" it shows there is no clear evidence but rather just some information (it could be information based on rumours spread by Puntland).

Usually Al shabab are the first to claim they have links with a group if it's true. But in this case Al shabab's spokesman denied it. So did Atam. So if neither say they are linked there is not much evidence on the ground. Another factor we have to consider is the locals themselfs do not consider Atam has having links with Al shabab.

the conflict didnt start in Majiyahan but Baargaal back in 07
MOGADISHU (AFP) - A US warship shelled suspected Al-Qaeda targets in northeastern Somalia after Islamist fighters clashed with troops from the country's semi-autonomous region of Puntland, witnesses and officials said Saturday.

They said a US Navy destroyer fired on several targets overnight where Islamist militants are believed to have bases in mountainous and remote areas outside the coastal town of Bargal.

"The US military was targeting the Al-Qaeda hideout. This was aimed at flushing out all the terrorists," said Mussa Jelle Yusuf, the governor for Barri region.

"Puntland troops are surrounding the Bargal hills and hunting for those Al-Qaeda elements. They ... will be captured or killed," he added.

Witnesses earlier confirmed the bombardment, but could not say if there had been any casualties.

"We cannot yet tell you the casualty figures, but what I can confirm is that the American warship shelled several targets in the surroundings of Bargal" late Friday, Mohamoud Salah, a resident in the area told AFP by satellite phone.

"The heavy shelling continued about three hours around the coastal area and the mountainous sites where the Islamists had their trenches," he said.

Bosaaso – Asha Abdalla, prominent member of Somalia’s legislative branch and veteran politician whose constituency is the Sanaag Region , represents Sanaag/Makhir people, in her seat of the Transitional Federal Government of Somalia (TFG).

Puntland president recently declared war on poor farmers in Galgala City of Bari region, where thousands of troops have been deployed by President Abdirahman Faroole in order to uproot and eliminate indigenous community settlements. The MP said that this a direct violation of international human rights.

‘President Faroole had deceived the world when he said: “terrorists are hiding in Galgala mountaineous belt,” she said.

“Indeed, he wants to mine Majiyahan and Galgala area, illegally” Asha was interviewed by the British Broadcasting Corporation “BBC” regarding the Galgala conflict.

“So far one hundred and fifty families have been displaced from Galgala city. These families reached Dhahar city of Sanaag Region a week after the war started. A huge fight between the self-styled Natural Resource Defenders of Sanaag/Western Bari regions, and Puntland government broke out near the town of Galgala in late July 2010.

Col. Abdisamad Ali is Faroole’s deputy and the perpetrator of the attacks that displaced so many people. “The area has no presence of humanitarian organizations and the wounded civilians have no where to go,” Asha Abdalla said.

“Eight months of economic sanction was imposed on the residents of Galgala and environs by Puntland Government; the produce from Galgala farms were also banned from other parts of Puntland and Somalia; this long-enforced policy of economic sanction had angered the local people and made their lives harder for the last eight months.

This policy of coercion and of intimidation has led the community of Galgala to arm themselves and defend their territory from anew Blood Diamonds Group under the guise of the Puntland administration,” Asha added.

Coined as the new blood diamonds of Liberia, the small consortium that are prospecting oil and minerals in Puntland is registered in different countries in order to avoid lawsuits. They are opportunistic foreign companies that manipulate corrupt leaders in order to exploit the natural resources of smaller and poor countries through illegal contracts and the bribing of the head of states. These companies include Range Resources, Cinnmax and African Oil. Company.



Isse Dholowa a naturalized Australian citizen is the leading manager of these petty contracts. Liiban Muse Boqor, a British citizen is another key player of the illegal schemes. The latter had subsequently arranged for himself consulting fees of a huge windfall and bonuses.

Mr. Boqor was the middleman in 2006 between Ade Muse, former Puntland president and Range resources, Ltd. He is also a member of the new team of experts that Farole arranged for the take-over bid Africa Oil made with the departing Range Resources, Ltd.

The President of Puntland, Abdirahman Faroole, an Australian citizen as well, has been part of the group and is the mastermind of the latest plot to uproot and eliminate the residents of Galgala.

To fulfill illegal mining in their territory, President Farole ordered his troops to attack the area. But the junta met huge resistance from the area.

The Administration’s connection to petty contracts



Puntland troops entered Galgala town a week after a tactical retreat of the defending militia (known as the Natural Resource Defenders of Sanaag and western Bari). After the invasion, Puntland troops set ablaze century old farms of Galgala residents. These farms produce dates, vegetables, fruits, rice and bananas.

The front line soldiers of Puntland also humiliated and injured women and children in the town. They also looted houses and other properties, local reports confirm.

These horrible stories were related to the world by Hon. Asha Ahmed Abdalla in her interview with the BBC/Somali. She warned against the consequences of the invasion, the uprooting of the natives and the looting of Galgala community’s properties.

“Calling innocent people terrorists and extremists is very dangerous.

“Legalizing the looting of people’s private properties, and the burning of their farms is a criminal act,” Asha said.

“Whether the administration authorized such criminal acts by the soldiers of the new blood diamonds group or not indicate that the administration does not give due respect and care for human lives. A big social crime is committed in any case,” Asha said.

“My constituency is in Puntland and I’ve the right to talk about the reality and defend Puntland people and confront who’s harming us,” she said.

“I don’t want to hide what the president is doing to the community– he’s an unrecognized governor, has no right to mine without consulting federal legislators, and leaders of the community, the very people I represent in the TFG,” Asha said.

“There are available written and oral evidence pointing to bilateral contracts between the government leaders and mining companies,” Asha said.

In a nutshell the self-styled leader of Natural Resource Troops of the Western Bari territories, Mohamed Said Atom is defending his people and land from the invasion orchestrated by the blood diamonds group that wants to mine the area.

This is not the first time these companies tried to mine the area. It was in mid 2006 when the locals led by Atam first chased out the miners and their illegal companies. Atom also took away the notion that he had links to Islamist groups in Southern Somalia.

“I’m neither Alshabaab nor do I have links to Islamist groups in southern Somalia. I’m in my home area and we have been attacked by Puntland outlaw president, Farole, ” He told the VOA [transcript ].

President Farole’s administration failed to preside over the dismal security status in his home town of Eyl–a pirate den.

There is a wide public suspicion instead that the president has no vested interest in securing the unity of Puntlanders or taking concrete policy actions that would keep the peace and co-existance of communities in major towns because of his close ties to sea piracy. In a Security Council report, Farole was identified as the chief of Puntland’s lucrative sea Piracy.

His administration has had links to the sea pirates of eastern Africa, particularly from Eyl base, where dozens of abducted vessels are still anchored. Eyl is the epicenter of high-seas piracy on Somali coast.

Farole had also received a large sums of pirate money for his finance campaigns to secure the uneven distribution of the electoral votes of Puntland’s presidential election. It is unlikely the dust started by his predecessor will settle anytime soon.

Last week, President Farole’s official website, Garoweonline, falsely labelled the prominent Somali politician Hon. Asha Abdala as a supporter of extremist groups, after she accused Farole of invading Galgala town, the region of her own constituency.

When Hon. Asha exposed the reality behind the attacks of the Galgala town, and the growing insecurity of Puntland, the Farole administration saw that as a slap in the face, and falsely accused the law maker of siding with the wrong side, a political tactic used by successive Puntland administrations to intimidate or stop anyone they see as an outsider or “threat”.

you have a funny way of reading things. the sentence ("According to some information, ATOM is aligned with al-Shabaab and may receive instructions from al-Shabaab leader Fu'aad Mohamed Khalaf.") implies that information shows that atom is linked with al-shabaab, but they aren't sure who he reports to in the organization ( he may be receiving instructions from fuad mohamed khalaf or it may be someone else in the org.).

as for your second claim, do you seriously think puntland has that much of a pull in the u.n.? :lol: so the u.n. is going to publish something based on the rumors spread by a state within a failed state? :lol: come on now, i'm sure you're smarter than that. :lol:

Ofcourse Somaliladn is aiding and arming Attam, how else do you explain that he was once surrounded and put in a circle by the Puntland army, and now he`s back in full force all of a sudden, this man is a hard man and he`s not going without a battle. I don`t think he`s got real ties with shabab, however if he does, he needs to be taken care of. This whole conflict is not even that serious, if it werent for the damn P.I.S, both parties would have come to an agreement ages ago. Attam ma fooge wuu ficiltamayaa.

As for Ras caseyr, the Puntland adminstration and the elders of the Siwaaqroone clan got them on a lock-down, they just don`t wanna massacre their own boys, they will come around soon and cut the bullschit, no need for military intervention.

Most people from East Sanaag/Western Bari such as MP Asha Abdalle don't believe Atam has links with Al-Shabab, he might be a notorious local warlord and a arms dealer looking for more fights with Puntland though. :lol:

“Those saying we have links with al-Shabaab have closer ties with al-Shabaab than us,” he said in a broadcast speech, adding that rumored links with Eritrea, often accused of providing the insurgent group with arms and money, were also non-existent.

Puntland has accused al-Shabaab, through Atam, of trying to destabilize the semi-autonomous state through a spate of assassinations of public figures and businessmen, but the militia leader denied this.

“These actions started before our revolt and it is clan-based conflict,” he said. “We are not against peace with Puntland, we are protecting our own territories ... and our oil resources.

“They wish us flee from our settlements so they can exploit our resources; that was the root cause of the conflict ... we are available to negotiate,” he added.

Dozens have been killed in fighting in Galgala in recent days, and Atam says he is currently in full control of the region.
Residents in Suqur, 20 kilometers east of Bosaso, said that heavily armed pro-Atam forces set up in the settlement early Tuesday, and are worried that Puntland authorities are planning an attack to dislodge these troops.

"We heard more troops from Puntland are going to attack the settlement ... we are tense and you see militia all around the streets," one resident told Somalia Report.
Puntland security officials refused to discuss specific operations, but said plans were afoot to attack Atam's positions.
Sources close to al-Shabaab also told Somalia Report that around 200 of its fighters were backing Atam, with the remit of killing Puntland officials.

so if al-shabaab claims they're not linked to al-qaeda ( even though they've pledged their allegiance to al-qaeda in the past and facts show their leaders are linked to al-qaeda), should we take their word? whether you like it or not, atam has been proven to have links to al-shabaab and he has previously pledged his allegiance to them. he can say whatever he likes now, but that won't change the facts. i mean by all means support him, you have the right to do so, but he is a terrorist and whether he claims otherwise or certain members of his clan think otherwise will not change that.

It`s called looking out for your own interest, I mean it`s a once in a blue opportunity, they would be retarded not to seize and take advantages of it. The TFG are playing tricks in Puntland as well, they along with few other elements are playing the local tribes against each other, but it`s become to obvious now, and they will be dealt with accordingly when it calms down.
