State sponsored rebel groups are a fact. The President of the DRC spoke to Uganda and Rwanda about the M23 rebels taking over Goma. Voila, the M23 rebels retreated from that city after being ordered to do so. Ras Kibaki are a Kenyan militia with many recruits from Garissa province in Kenya. They were trained in Kenya. They followed the Kenyan army into Somalia. So at the end of the day, they are only in Kismayo because of Kenya.
Hassan Sheik put out positive overtures to RK and all armed groups in Kismayo. It was RK that rejected his hand of friendship hence the need to got Kibaki who funds and controls the RK. HAssan Sheik should have from day #1 talked to Kibaki instead of Madoobe.
