Titanium has made great points, actually they are forming now a joint committe with nicholas kay to manage the london $300 millions and its not going anywhere else except our army, justice system, police, banaadir authority and now the japan $50 million and saudi $20 million are directly going to the central govt.

In this lasting draft, the govt controls the national resources... but, domestically, the people must pick their own representatives on their free choice, this after the national stabilization plan comes to an end.
Lastly the somali capital was stated in the constitution to be mogadisho but not in the draft of saxiixayaasha it still needs gudiga ansaxinta, the elders and the parliament. Our president sharif was stupid but thanks to our odayaal that draft is now at the UN.

With regard to how federal states will be formed, Article 49 of the Provisional National Constitution (PNC) stipulates that “the number and boundaries of the regional states
However, before determining the number and boundaries of the federal member states, parliament is required to nominate a national commission tasked with studying the issue. According to the PNC, the commission has to submit a report of its findings

But since the constitution was endorsed almost a year ago, no such national commission has been formed.

Article 49 (6) of the PNC seems to further complicate matters, as it states that “based on a voluntary decision, two or more regions may merge to form a federal member state.”  This is where the bone of contention lies.

It appears that, on one hand, the constitution gives the authority to form autonomous states to the 18 regions. But on the other hand, it calls on parliament to determine the number and boundaries of autonomous states the country will have.

Mohamod Hubey, a constitutional lawyer in Mogadishu, said the constitution is ambiguous regarding the sensitive issue of federalism in Somalia, but adds that the differences can be overcome if parties are willing to cooperate.

“The issue of federalism is a sensitive one as it is not clear-cut in the constitution which region will form a state with which, and clan balance in each region is not uniform, but all these can be resolved if there is will on the part of those concerned,” Hubey told IPS.

Nobody take any notice of Ti`s hot air and hollow boasting.
90% of Somalia`s aid money returns to the countries that "donated" it.

Ironically, I support Ti`s position on the regions becoming self sufficient and self sustaining, but not for the same narrow selfish reasons.
Every region needs to develop their local economies, capacity to build infrastructure and deliver public services.
Of course this is no easy task, however, we have to start somewhere.

In an ideal situation Xamar would be the central coordinating authority, providing assistance and advice to the regions.
Unfortunately, Hassan Sheikhs cabal want to use the capital city`s preeminent position to bludgeon the regions into submission.

The solution is to find a middle way, where the regions remain in control of their own affairs while Xamar is the supreme authority.
We need to end this fragmented mindset....We`ve already lost a generation we don`t need to lose another.
