Meles Zenawi offered a similar deal to Cigaal, I think in 1997/1998 when Ethiopian Eritrean relations worsened and Ethiopians wanted an alternative port to Assab and Massawa ports. Cigaal came back from Addis saying something like, inankan yari isagoon dhalan baan siyaasada ku jirnay kolkaasuu rabaa inuu maanta waxaas noola yimada, interpreting the whole proposal as a bogus and a decoy to test Somaliland's intentions for the region. He rejected the proposal outright.
In reality Ethiopia is not interested in Somali costs because they are keenly aware that they will never attain them. However, Afar ports like Todjoura might get their attention for both geographic and demographic reasons. Ethiopia might in the future enter a land exchange deal with Djibouti ceding Shiniile region and Deri Dawa city to Djiouti in exchange with Toduoura port and parts of Afar territories of Djibouti.

if i was silanyo, id be smart to offer ethiopia the port and small surrounding area of saylac whilst keeping the rest of the city in return for:
1. recognition and full relations
2. split the ethio somali region (ddsi) into two regions - hawd and ogadenia
3. mutual military defence agreement and favourable arms deals to threaten our COMMON ENEMY

Somalis were always weak and petty and were pushed around and seen as non players.
Somalis are lucky the Oromos are in the middle between us and the Xabashi. Our situation would have been much much worse if we actually bordered these people. We would have been raw meat for these people to eat, much tastier than the Oromos
