As for the DDS, the Somalis get the biggest budget than any other state or region in Ethiopia. Just this year alone, the allocated spending budget for DDS was over 320 million US dollars; more then Somali Federal government + Puntland + Somaliland combined. Yes huge portions of that will be spent on security apparatuses but even half of that getting spent in infrastructures and social services is hug.

By the way that money is not some gift from the amxaar. That is just a small portion of the tax revenue from the export of livestock. The Somali region earns billions in hard currency for ethiopia each year. It is one of the most productive regions in Ethiopia.

I don't know where Ugaas Guhaad got this from but that's not accurate maybe if you add the defence spending of the Ethiopian army in the region yes.
