They know any positive PR to be gained would amount to little-to-nothing because one small act of mercy won't offset public opinion of their ideology. They would rather show fearlessness and attract Muslims who hold deep contempt for the US...unfortunately some Muslims think every gaal is liable to be killed so seeing this would push them to join ISIS and that's more of their aim..

Both the guys they beheaded were there to tell the stories of suffering Muslims, to inform the world of their plight. They murdered two men who had worked to give voice to the voiceless, and were murdered only because they were Americans and they were available.
