firstl, I think you have both completely misunderstood or misread the governments action here. Somali(a) Nationals living in Somaliland we're given a period of time to register with the Somliland border agency to be issued a visa. The threat of expulsion is only there for those who, for whatever reason, refuse to register and get a visa.

When you have Alshabaab regurlarly massacring people in hotels, cafés and markets in Xamar every week I would think it is sound security to document any foriegn national in Somaliland.

Secondly it seems you both forget what state Isaaq were in by the time we declared independence.
