In a presidential system the Speaker of the House of Representatives is very powerful indeed. Especially, if his the leader of the majority party in parliament. He has the power to stall any government initiative.
The speaker is meaningless only in a parliamentary system.
Somalia adopted the semi-presidential system which gives the speaker even more power. In this system of government the president, prime minister and speaker possess almost equal powers. In fact, which of the three leads the majority in parliament calls the shots. If Jawaari had the majority of parliament behind him he can easily get rid of Farmajo and Khayre and install himself as president if he wished - its all about influence.
Firstly, we're not occupied. The only reason Somaliland is present in our regions is because we invited them, and certain sub-clans benefit from their presence and keep them their in spite of others. If Somaliland had any power to occupy by force, they would have taken over a Buuhoodle a long time ago.
