Somalia: 2009 Puntland presidential elections must be held

Puntland is a state built and based on qabil ( and common interest), so it only makes sense that each major clan/sub-clan get "their turn" in line.

Majerteen's dominate in 3 provinces, whilst the Dhulbahante only dominate 1. It may not be fair but, based on land and size, the Majerteen subclan is divided into sub-sub-clans and the Dhulbahante are considered as one unit. Plus, who knows what will happen in 2009. For all we know, much like the Warsangalis, the Dhulbahantes could set up their own state.

Population of dhulbahante in puntland is roughly the same size as the cusman maxamoud, hence why the majerteen are separated to sub clans and dhulbahante are not. It's like saying(to use american politics) why does California have more delegates than alaska or delaware.
