As weve seen in the Puntland tournament the the missrepresentative administration couldnt do sh*t to players in Sool and Sanaag that wanted to play in the tournament. Hell it couldnt even set up ballot boxes there during its very own Dir election. 
Most of Sool is controlled by the local population, Somaliland just frequents the exterior of the land incase there is an invasion.
