Basically there is 2 sides in North Somalia. One side wants Independence and recognition based on colonial borders (British protectorate) and the other side does not agree with it and want to remain in the union formed in 1960. In a nutshell thats what the conflict is about. The democracy you were refering to, do only extend to areas were somaliland has full control and support. So for example, in the case of the recent attack in Buuhoodle, reer Buuhoodle did not elect for a government in Hargeisa.
