For the same reason, Hargeisa is the capital. Its where the action is and resources are. Burco being a nice town ain't a place where everyone is buzzing to when they have access to Hargeisa.

Trust me, Burco is where the action is these days. My father and cousin are up there right now and they're saying property is selling like hot cakes and new businesses are going up like nobody's business.
