The issue is really not Hawiye in all honesty. It's a inter Darood rivalry for the city. If the Darood clans can agree on some sort of admin, then its a done deal. If fighting breaks out in Kismaayo its not gonna be Hawiye and Darood fighting, its going to be Darood subclans killing each other.

Your on point. The president is an honest guy, however when he was in Beledwayne-another contested city between rival clans, he exolted the locals to choose one of their own to rule them, ignoring the presence of the Ethiopian troops who hand picked and put the current administration in power. In fact, the entire administration was made inside Ethiopia while Alshabaab was in power.

He should be consistent atleast, if a sense of foreign interference is causing some quarters to play the nationalist card when it comes to Kismaayo, heck the entire TFG is built on foreign money and muscle.
