Basically Maxamed Weli is neither an Ugaas of Sade nor afhayeen of Darod. He is not even the leader of his Marehan sub-clan the reer Garaad.. Maxamed Weli cannot stay among his people hecause of his crime. He cannot go to Mogadishu either. He cannot go to Kenya or Ethiopia either. His own people have a manhunt out for him. Lately he came up with an idea to hold a Sade international "Shir" in Dubai where he is enroute to which is suppose to offer a counter-Jubbaland position. No Sade is going to his shir except Al-Shabaab sympathizers and remnants.
