I did. My conclusion is that these guys are not serious. First it was the three state konfur galbeed which isn't viable and not based on realities, same with Juba admin that can't leave kismayo, now a state that includes part of Ountland?

Obviously these guys don't want to succeed so there must be another purpose.

You just said it urself there is no police, army etc so what matters is who has control over the land,remember Sharif Ahmed recognized Khatumo but it was still useless because they had no control over the land, Ahmed Madoobe got his Jubba wish because he controls Kismaayo, Sharif Hassan is stuck in Xamar with his brother and cant set a foot in Merca and AMISOM can not fight a Clan battle for the Government. Yes that is why it is a zero sum game, the Somali jungle mentality. The land is really controlled by AS whether its so called Jubbaland or Shabelle. Take the Jubba thing, personally from a clan perspective I despise that iliterite fool Madoobe but You know what, this is bigger than all of that. Right now even if there is not 1 policeman in any of these states, there is at least Federal FRAMEWORKS that have been agreed to by the world. The next thing is to build them up.

Also lol @ this new plan. These people in Mogadishu who come up with ideas like this are not sane. However, the silver lining is this provides an opportune time to jettison the dhabayaco from the Zoomalian carcass for good.
