Those who fail the test can stay but will only be given a residency card. Long term residency holders won't be allowed to access government assistance and must pay extra income tax.

Itrah is dead wrong. Bantus never had power in Somalia, always were a minority. To suggest that they are one of the root causes of why the South cannot succeed is laughable at best, and to add his pseudo-science into is comical.
