I totally agree with you, I dont believe there is a HJ task force like that website mentioned,but I was going along with the same tribal logic of sky and togdher.

you cant brush a whole clan or subclan because the action of a few,on the other hand, i was looking for an official statement,comment,any formal details from the government regarding construction of ceel garde which is the root cause of this recent killing and the destruction of whatever have been built in ceel garde.

Sxb, I am not that kind that falls for rumours,its well known fact there is some businessmen in SLND from all clans not particularly HJ don't pay tax,and they are from inner circle of Kulmiye,I mentioned the HJ businessmen since sky was trying to make CM the only clan that utilized berber port ,which is far from truth.

The point wasn't that CM are the only one utilizing Berbera
everyone in Hargiesa , Burco and the eastern regions use Berbera port.
What am saying is, if any businessman is abusing the port and tax collection, you think CM don't have a cut in it?
CM are threatening the president himself, how do you say they allow people coming his side to waive the taxes or port fees?

The old habit was started by president Ciqaal and I don't agree with everything going to the president office as concept.
But what is the alternative? Finance ministry which is less vulnerable for public accountability? At least if the revenue was so
high and there was no development, we can ask the president what he did with, but if our weak finance ministry which has very limited
tools got Berbera revenue and divert it, who's would be blamed? Yes the president again regardless of the ID of the Finance minister. The fact that almost all our so called ministers don't have a degree make it even more risky to hand such a power to. And is it against the constitution, I don't think so.

about the revenue,any rookie in SLND politics will tell you the prime reason,SLND Budget have been increased:

first, the backbone of SLND revenue come from exporting livestcok,there was a ban from arab gulf countries since cigal ,aun, till riyaale and it was only lifted in 2010.
Second, the international community in 2012 in london decided to intervien in Somalia/Somaliland,and made direct fund toward Somaliland, Somaliland development fund.
Third,the people of SLND took the bigger part in most of the government directed projects like the inter cities roads where 70 to 80% of the funds come from direct donations of the people
Fourth, the taxes in SLND have increase drastically since kulimye came to power,and also invent new ways to make tax, like if you own a house and you are not living in it,it has to be taxed, they even share your own house money rents with you..!!

True, there was a ban on livestock export imposed by GCC, but livestock
were still exported. By the time UDUB left power it was exporting 2 million head each year.
When Silanyo came to power in 2010 exports increased only by 30% to 3 million head but our budget doubled for 2011.
Don't forget, he raised the salaries of government staff and police. Don't you think such achivements in 1 years is comanadable?
Especially considering our budget was still growing in dramatic rates that our budget for 2016 is almost 10 times our budget when Dahiir
Left the power 6 years ago. Please don't make this about livestock export, it only contributes to 30% of our GDP in 2012.



As for the fundraising and SDF, than it's a good thing
I don't know why you make it sound bad. Government is leading fundraising events to develop infrastructure
and offer more services when previous governments never did so. Again sxb it counts for Silanyo and the gov
raising funds from the public to initiate projects. It happens all the time in the west wax ceeb ma ha.

Horta this whole conflict started with El Garde. Does CM live in El Garde? No they don't.
Than why making all this noise? Because they didn't approve to it? The land belong to locals, if they built on it it's
up to them since it's not a disputed land, I fail the see the illegal properties. HY built a clinic in my hometown Oog.

of course you know that the whole idea of the cement factory is to get the raw material from sheekh mountain,there will be a big process of digging those mountains and erasing the green surface to collect the rocks,also in the factory itself,the emission of CO2 clouds by itself is enough to make a big dispute about it,and there has been some complains about the CO2 emission when the old factory used to operate,i remember watching some local residents at the dahabshiil protests who also mentioned the enviromental impacts the old facory had on berbera and was alerting not to make the same mistake by ignorning the enviroment factor

I am sure you remember reer awdal and their big dispute about building their own port in lughaya, the government was relcutant at the begining ,and was afraid this was an awdal state project to further seperate awdal from SLND , after long negotations where the government was invloved about the details of the project it was given the green light, i don't see that happened in ceel garde or any other ceel on the coast where SLND government have authority.

Bottom line is, you either call it a day and stop this Somaliland thing and let every qabil do whatever it pleases on its own degaan or get in line and respect the rule of law and authority of the government,even if its corrupt ( but as long as they make elections )

You just made a Lughaya an example, well as apposed to the Awdal state of GD,
HJ don't support any rebel or terrorist group in Saxiil region or SLAND at large. They

Name any major development project undertaken by the gov in HJ land in Sool, Sanaag, Cayn or Saxiil?

And don't let me start talking bout our towns in Saxil. Absolutely nothing from the government side. At the same time, Berbera had a new terminal for the port and many roads rehabilitated between it and Shiekh. (CM) Silanyo went to Kuwait and got a 10 million grant to upgrade Ciqaal international airport (GX) Laascanood is having new roads and shiny asphalt airport (DH) Lyghaya is having a new mini port (SM & GD) Sayalc and Borma get's many roads rehabilitated and few paved under the SDF (Ciisa & GD)

The only thing HJ got is the Burco-Cerigavo road which is still under construction.

Government is only strong against other Isaaq but plays with everyone else.
The law says any group that challenges or harm our security should be hunted down.

How come government and the army are so passive when it comes to Dhulos violations in Cayn?
Where was the government in Kalshale war even though Dhulos attacked army soldiers and killed few before?
Why the army only kabashes HJ but never Dhulos? It toke them 4 years to actually move against Khatumoo in Talex two years ago.

At least the Dhulos and Reer Buuhoodle condemned and disowned the killers of the 3 HJ
civilians near their town . Not a single Sultan, Chief, Caqiil or even elder condemned the killing of
SENIOR OFFICER by their tribes men. They were more concerned about the closed roads and communication from
