Berbera (Port), Sheekh, Gebilay, Arabsiyo, Saylac, Xiis (Port) Maydh (Port). All belongs to Isaaq. So your wrong it does not belong to Somalia proper, but it should be hospitable to all Somalis as long as they have respect for the natives.
