I agree, 20 years of trauma has to be dealt with seriously.
Continuing on those lines, I would suggest developing a culturally appropriate reconciliation method much like the Kacaca system of Rwanda

horta, on a serious note, the real problem is the lack of islam and its laws. and this problem predates this 'anarchy'. in fact, we're closer to islan we were before the civil war and anarchy.

Anarchy is what fuels those ills. Take out the anarchy and those problems begin to get allieviated

Somalis are ignorant lazy people, that is the main cause.
Make education compulsory till the age of 18. And put all the adults to work, especially the men, by force.
Problem: Not enough money for this and Somalis will probably not like to do backbreaking work like farming and construction.

Those ills You speak of are prevelent all over the developing world and about 95% in Africa. However having a Government gives the citizens hope to overcome those issues.

Yup. The question should be how we can build a functioning government and not how we can overcome those mentioned ills. Trying to do the latter before accomplishing the first is like trying to walk before you can crawl. To start with, we need a Somali government formed in SOMALIA and not focking Ethiopia, Kenya or Djibouti hotels. These hotel governments are destroying any hope Somalis had of ever forming an actual government. Somaliland and Puntland will always act averse to this unless one of their own people is chosen as president. And this will result in all the others not liking the government like with C/Yusuf.
