The bondage Islam talks about is primarily those captured in war and general non-Muslim captives which at that time was a rooted cultural phenomenon. I mean we are talking about a time before the Atlantic slave trade. Even so, the Qur'an delineated the rights of the captive and the responsibility of the holder at that thousand years ago and was gradually weaning the society off from partaking in slavery. Notice in almost a lot of the recommendations given for a person who is trying to atone or seek a blessing, he is told to either feed the orphan or free a slave. Islam was preparing for a slavery-free society.
As for Mauritania, a Muslim cannot enslave a Muslim. The argument is mute in this regard with the subject. Nothing going on in Mauritania is sanctioned by Islam.
