I think I misunderstood where you were coming from. Did you want him to wipe out the rebel groups by any means necessary?
btw, he did try to negotiate.

I hope that many people who are not Somalis but who are engaged in causing a stir about some issues will recognize that it is not in their interests nor in the interests of the Somali people, and will finally refrain from such lies and propaganda. If they need anything from Somalia, they should come forward and say we need this and that from you. I will leave that issue there. [applause].
We said earlier, and we still believe that we are not at war with any individual country. We say to anyone among the people of the world who needs peace and good relations that we are ready for that. We welcome those who interest themselves with peace and stability. We extend genuine peace and friendship to them. Our offer is not sugar-coated with lies and cheating.
In conclusion, you will recall that the Central Committee of the Somali Revolutionary Socialist Party [SRSP] has approved the formation of other political parties, so as to allow everyone to participate in national issues. No one will be hoodwinked into an ideology he does not believe in. We call on all Somalis to participate in the forthcoming exercise. We are prepared for that [applause]. I once again invite those outside the country to come inside and participate in whatever is going on.
The final decision of who will govern this country is in the hands of the Somali public. We are prepared to hand over power to whomever the Somali public chooses. Thank you. [applause]

That is irrelevant to this discussion.
The question is not why didn't he leave, but rather why didn't the "victors" do anything better after he did?

Since the rebel groups were foreign funded. Where was his defence? How can you be ousted in your own Capital? Why did so many Somalis take up arms against him. Where was the unity of the 77 war? Siad Barre sat on a seat he could not maintain. In the end he took Somalia down with him. Somalis played against each other by Ethiopians.

He tried to retake Mogadishu twice. There are no victors. The main goal was to get rid of him. Thats the only thing all rebel Groups agreed upon. They all wanted to emulate Siad Barre. Absolute power.

You seem to have already answered your own question.
Like I said, would you have him commit another 10 Hargeysas to keep the country in tact? Would you have him collectively punish every clan that took up arms? MSB left a Mogadishu that was as pristine as the day he conquered it. It is not his fault if his ousters decided to destroy their own country. Aideed and Meles Zenawi marched into their respective capitals in 1991. One was killed in an intra-Habar Gidir war, and the other has been the prime minister of Ethiopia for 21 years.

So its not his fault that he destroyed a democratic system and set up the Supreme Revolutionary council. The man would have wiped half of Somalia out if it meant he would stay in Power. I repeat he tried to retake Mogadishu twice.
He left us more disunited than he came in.

You went from arguing "How could he let the Somalis down? How could he lose against rebel groups? " to this. It's hard to debate with a guy who constantly shifts his position.
Like I said before, the question is not why didn't he leave, but rather why didn't the "victors" do anything better after he did. Somalia was in tact the day MSB was forced out of power. Dictators far worse than he have been forced from power by rebels who subsequently put into place the changes they fought for. The entire communist world experienced regime change following the collapse of the USSR, yet every nation but Somalia managed to replace their old socialist governments without much upheaval. Instead, our rebels fighting for "democracy" and "justice" managed to turn what was once a preeminent African power into the world's first and only failed state.
That is the inescapable, irrefutable truth.

Siad Barre lost the Ogaden War because he underestimated the power of the Soviet Union and Cuban troops,the Somali troops were defeated because they believed that Cubans were weak.
At the end Cubans and Russians changed the fate of the Horn of Africa until now.

How a thread that supposed to be discussed about 'where is our history' become a thread about Siad Barre and USC?
I am surprised that the thread start is willing to go down on that road. Sometimes you have to be clan free, particularly where nation integraty is at stake

I think you need to take a step back about qabyaalad. You cannot defend the defenseless and also you cannot change history. The 77 war and its politics contexts had beenw written and anylised long before we were born. Also it is not so clever demonising a long ruling leader in your country to that extend. The reaction you get from the others, particularly would be 'we cannot never rule ourselves; we are all savages .....'.

May be you should think twice when they are dealing with history. I give you one example, I discussed Aydeed with others and omitted his role of destrying Somalia in 1990's, but just mentioned that he kicked out the Americans ( even though I know his reason was to do with clan affiliation and disagreement about power sharing).
