The issue is how the new AMISOM will be used by the SFG and whether AMISOM muscle will be used as cover to deploy anti-jubba forces from Xamar/Jubba opposition groups.The other uncertainty is whether AMISOM will be used to stamp the SFGs authority over the port and airport( economic life-line of Kismayo). I don't oppose the transfer of the port and airport but it should be done in a way that is non-confrontational and negotiated. The central gov should be empowered on the condition that power is not misused and checks&balances are put in place. This is why the Federal states and Mogadishu need to come up with a co-operative system to avoid conflict.

Kenyan AMISOM can leave but if the replacing forces begin acting like Belgian/U.N forces in the 90s that ousted Cumar Jess then a wider conflict will likely occur. If this is the intention of those pushing for the replacement then it will be a catastrophic disaster.

Madoobe is probably aware of this since he has not forwarded any objections, considering the amount of legitimacy he has now garnered he will not be too bothered as long as AMISOM stays AMISOM, a peace-keeping force. Madoobe will likely have the 3 regions of Jubbaland under his administration by 2016. 2 districts of gedo currently lean Jubba and the Kaliil admin of Gedo/Ahlu Sunnah will likely disintegrate once Jubba starts posting more jobs at Kismaayo.
