Sahan, Kaafiye is right here. You can't say "God accept those who died" to people who died outside the fold of Islam. The people who died there were not Muslims since they were Christians in a church. Therefore, that dua is only specific for Muslims.

It's one thing to forgive people after they showed remorse and regret for their past actions.

It's something completely different to forgive someone who murdered 9 people and shows no regret for his actions at all. There's a reason why we have a criminal justice system. And it's not to forgive those who murder innocent civilians.

I know for a fact that if someone was to kill my family member in a massacre, I wouldn't "forgive them" at all, especially after only one day

What the family of the victims did is VERY COMMENDABLE.

Forgiving him could actually jeopardise the chances of jury unanimously handing out the death penalty. But they've left an image which portrays how blacks are civilized than white folks
