Kismayo by far, at least 10x.

Kismayo hasn't grown as fast as Bosaso or Hargeisa though, those cities have really taken off. Check out Bosaso from google earth it's as big as Hargeisa!

Looking at google earth, Garbaharey is bigger than I thought, it's easily the size of Badhan, and the largest city in the Juba Valley other than Kismayo.
