I don't think they are isolated mistakes, these guys don't seem to know anything about islamic justice or Islamic jurisprudence and are always on the hunt to kill for their own political agenda.

As for 'qabil free islamic breeze', we've heard this mantra before with the ICU and after deeper examination, that wasn't really the case.

But in the end what matters is, kismaayo is peaceful and all the clans are being treated fairly so in that sense it's good for the city for now. Though long term, I don't think al shabab can be a legitimate government anywhere.
